Betclic gears up for Poland return

Betclic had been regarded as one of the leading operators in Poland for a number of years, but was cast out of the market when new gambling laws came into effect in 2017. A number of other operators also followed Betclic out of Poland including the likes of Betfair, William Hill, Pinnacle and EnergyBet. Poland’s Ministry of Finance also added Betclic to its blacklist of companies that are blocked from offering gambling services in the country.However, it seems Betclic could soon reappear in Poland after BEM Operations, a subsidiary of the Betclic Everest Group, secured a national sports betting licence. BEM was included in the recently updated list of online sports betting licences on the Ministry of Finance’s website and, according Goal.pl, the company is looking to relaunch the Betclic.pl domain. Betclic would be limited to only accepting online sports wagers, as set out under national gambling laws in Poland. The state-run Totalizator Sportowy is the only approved operator of internet casino games. The Ministry of Finance now lists a total of 10 companies that hold online sports betting licences. These include Fortuna, Milenium, Star – Typ Sport, Totolotek, E-Toto, forBET, LV BET, Totalbet, Cherry Online Polska and now BEM. Nascar ramps up integrity focus with new Sportradar deal

first_img Nascar has entered into a multi-year partnership with Sportradar in an effort to protect the integrity of the stock car racing series, as the US legal sports betting market grows. Sportradar will deploy its Fraud Detection System to monitor both domestic and global betting activity for unusual wagering patterns across three of Nascar’s major contests: the Nascar Cup Series, Nascar Xfinity Series and Nascar Camping World Truck Series. At the time, Nascar president Steve Phelps said the series would seek to implement gambling rules from its 2019 season, with drivers and team members not currently prohibited from betting on races. The deal further consolidates Sportradar’s presence in the nascent US sports betting market, with the supplier securing a number of data-related partnerships since the repeal of PASPA in May. Last month, both Sportradar and Genius Sports became the first data partners of the National Basketball Association (NBA) in the US. This built on Sportradar’s existing data deal with the NBA, as well as the NHL ice hockey league, the NFL, MLB and Nascar.Sportradar also has a US-focused data agreement in place with the MGM GVC Interactive joint venture, covering a range of pre-match and live betting services across major leagues that it has the right to distribute in the US. In addition, Sportradar in July entered into a betting services deal with AmTote International, a division of the racing industry wagering technology specialist, the Stronach Group. Illinois to consider four sports betting amendments

first_img The Illinois House Rules Committee is to run the rule over four separate amendments to a bill to regulate sports betting, giving the state legislature a choice of which regulatory framework to pursue for the vertical.Each of the amendments would be made to House Bill 3308, a bill filed on February 15 by Representative Michael Zalewski, then referred to the House Rules, and Revenue and Finance Committees. However HB3308 lacks any sort of detail on regulation, only only stating that it would create the Sports Wagering Act.However, Zalewski and three other Representatives have now proposed the four amendments to determine which regulatory model will be pursued.Three of these amendments include a measure whereby operators would need to pay a fee of $10m (£7.6m/€8.8m) to secure a licence in the state, whereas the fourth option focuses on the idea of the state lottery running all sports wagering services in Illinois, leaving out all other providers.The first amendment, dubbed the ‘Classical New Jersey’ option by local media in the state and put forward by Zalewski, would allow operator licences for all riverboats and licensees in accordance with the Horse Racing Act of 1975. Licensees would be permitted to offer land-based, online and mobile betting to consumers. In addition to the initial $10m licence fee, operators would face a renewal fee of $250,000 every five years.Mobile and online betting with two skins would also require a separate licence costing $1m, plus a $500,000 renewal fee every five years. In terms of tax, the amendment proposes a 15% tax on land-based revenue, as well as 20% of online and mobile revenue. The Illinois Gaming Board would be responsible for regulating the market.The second of the four amendments, which is being referred to as the Mississippi Model and was filed by Representative Katie Stewart, would allow for land-based and online betting at licensed off-the-board (OTB), racetracks and casinos in Illinois.A total of 10 online operators would be permitted to operate in the state, with the idea of limiting these to casino properties. Licences would again cost an initial $10m, as well as a $500,000 renewal fee every five years, $250,000 in management services fees and $100,000 in supplier costs.The second option also sets out measure for operators to pay a 0.20% ‘royalty’ on their sports betting handle to professional sports leagues and, in exchange, they would have access to official league data. Taxes would be set at 15% of adjusted gross sports wagering receipts, while the Illinois Gaming Board would again regulate the market.Option three, dubbed the ‘Professional Sports Leagues’ amendment and submitted by Representative André Thapedi, would again permit land-based, online and mobile sports wagering, with operators to pay $10m to secure a licence.Licensees would face a tax of 12.5% on annual adjusted gross sports wagering receipts, in addition to a requirement to pay 0.25% of their sports handle to the Illinois Gaming Board. For this latter fee, the Board would oversee the distribution of royalties to sports governing bodies or their designees.This arrangement would require licensed operators to use official league data to offer in-play betting services to punters, as well as to share anonymous betting data with the leagues in real-time as part of integrity efforts.Representative Elizabeth Hernandez’s fourth amendment differs greatly to the first three options in that it sets out plans for the Illinois Department of the Lottery to take jurisdiction over all sports betting activities in the state.Appropriately dubbed the ‘Lottery Oversight’ amendment by local media, this option would see all sports betting conducted through the Department of the Lottery. The Department would also have the final say on the type of bets that can be placed and how much can be wagered at its retail locations.As such, sports betting would be limited to land-based activities only, with the state to collect 50% of the adjusted gross sports wagering receipts for tax purposes. Monies would be deposited in equal amounts to the Pension Stabilisation Fund, Common School Fund, and State Construction Account Fund.All four of the amendments are currently with the House’s Rules Committee for further discussion, after which the bill will progress to the Revenue and Finance Committee. The Illinois legislative session is due to run until May 31.Last month, new Illinois Governor J.B Pritzker raised hopes of legal sports betting in the state after including $200m in future tax revenue from wagering activities in his 2020 budget proposal.Pritzker plans are similar to HB3308 in that he is proposing to legalise sports betting at facilities across the state, with consumers able to place bets in-person or online. Those betting via the internet would be able to do so from inside Illinois or in a jurisdiction that has entered into a reciprocal agreement with the state.A total of 20 sports wagering licences would be available in Illinois at a cost of $10m each under Pritzker’s plans, plus an annual renewal fee of $5,000. Swedish regulator sets out illegal gambling strategy

This will see Spelinspektionen check whether businesses were offering deposits, withdrawals and winnings in Swedish Kronor, and if their website, terms and conditions were in Swedish and tailored to customers in that country.It will also look at whether the site’s contact information or customer service number has a Swedish country code, and if the operator (or its affiliates) market directly to Swedish consumers.The regulator added, those that are illegally targeting Swedish consumers were often based in other countries, and often outside the European Union.“There is no simple solution or any tool that can directly exclude these illegal gaming operators from the Swedish market,” it explained. “However, Spelinspektionen believes that there are several stakeholders who can take steps to limit the opportunity and incentives to conduct illegal gambling in Sweden. Spelinspektionen will prioritise collaboration with these bodies.”Locally it will work with the Swedish police and prosecutors, the Swedish Consumer Authority and the Financial Supervisory Authority. It will also sign memoranda of understanding with regulators in other jurisdictions, and has already agreed to work with the likes of the Malta Gaming Authority and the Gibraltar Ministry of Commerce’s Gambling Division.Spelinspektionen has also called on licensed operators and suppliers to help push unlicensed operators from the market. The companies must not work with illegal actors, especially by providing them with solutions such as payment processing services or gaming content, and flag unlicensed activity, it said.In terms of how the regulator plans to force illegal operators from the market, it will first issue warnings then fines. If this does not work – Spelinspektionen admits there’s no guarantee it will – it will turn to the police to take action.Licensees would be expected to take note of prohibition orders, to stop working with unlicensed businesses. The regulator can also secure court orders to stop payments to accounts linked to illegal activity.Licensed operators were also warned that they could fall foul of these controls, should a domain that is not approved to operate in the country under their control be found to be targeting Swedish players. In such cases, Spelinspektionen would take action against the licensed domains, and could even revoke its operating licence.Publication of the strategy for tackling illegal activity comes after a year in which many have criticised Spelinspektionen for a perceived focus on prosecuting wrongdoing by licensees over stamping out illegal activity.In September, following an information day designed to clarify the regulator’s approach to enforcement, industry sources questioned why more prominence was not given to the fight against unlicensed operators.Operator association Branschföreningen för Onlinespel (BOS) went even further in November, claiming the strict controls on licensees would only serve to benefit these illegal businesses.Last week Spelinspektionen then launched an awareness-raising campaign, as it looked to make Swedish citizens aware of its duties and initiatives, including how to identify licensed brands. RITA releases draft plan for NZ racing to return in May

first_img Topics: Sports betting Strategy Horse racing Email Address Tags: Race Track and Racino New Zealand’s Racing Industry Transition Agency (RITA) has outlined a draft plan for a resumption of racing following the novel coronavirus (Covid-19) pandemic, with an initial resumption of greyhound racing on 11 May and thoroughbred racing on 3 July.Harness racing, meanwhile, would return on 29 May according to the schedule.The draft plan, under which the number of racing venues in use in New Zealand would reduce from 36 to 12, in order to limit travel, and all races will occur behind closed doors, has been issued to the New Zealand racing industry for consultation.The consultation will end on 28 April, with RITA planning to issue a final calendar on 4 May.“The draft calendar reflects the industry’s commitment to ensure any resumption of racing includes measures to restrict travel, minimise interactions and keep all participants safe,“ Dean McKenzie, executive chair of RITA, said.McKenzie added that the plans are based on the assumption that New Zealand’s government will reduce its Alert Level from 4 (lockdown) to 3 (restrict) or 2 (reduce).“RITA is actively working with a number of government organisations to ensure the industry’s protocols and rules meet Alert Level 2 and 3 restrictions prior to the resumption of any racing,” McKenzie continued.“These discussions have benefited from the response prior to moving to Alert Level 4 and from Australia, where racing has continued under strict restrictions.”Under the draft plan, RITA would run 9.25 greyhound meetings a week at six venues from early May. Meetings scheduled for the Invercargill and Dunedin racetracks on the southern end of the country’s South Island will be moved to Christchurch.Harness Racing would return on 29 May, with 37 meetings at four venues.Thoroughbred racing would be the last form of racing to return, with 13 meetings at six venues starting on 3 July.All aspects of the draft plan are subject to race meets meeting relevant COVID-19 protocols.After initially moving events behind closed doors, RITA suspended all racing in New Zealand last month after the government raised the Alert Level to 4, necessitating a nationwide lockdown.RITA is a transitional body founded last year to oversee racing in New Zealand until the country’s second Racing Reform Bill comes into effect and replaces RITA with TAB NZ. RITA replaced the New Zealand Racing Board in July 2019.McKenzie became RITA’s executive director at the start of the year after John Allen resigned from the post.
